* WHERE...In New Jersey, Hudson, Eastern Bergen, Eastern Essex and Eastern Union Counties. In New York, New York (Manhattan) and Richmond (Staten Island) Counties.

* WHEN...Until 6 PM EDT this evening.

* IMPACTS...Widespread flooding of vulnerable areas near the waterfront and shoreline, including roads, parking lots, parks, lawns, and homes and businesses with basements near the waterfront. Numerous road closures are likely, and vehicles parked in vulnerable areas near the waterfront will likely become flooded. Flooding will also extend inland from the waterfront along tidal rivers and bays.

* WHAT...North winds 25 to 35 mph with gusts up to 40-45 mph.

* WHERE...All of New York City and Long Island in southeast New York, and coastal and southeast Connecticut.

* WHEN...Until noon EDT today.

* IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result.

* ADDITIONAL DETAILS...The strong winds will last for a very long duration, possibly exceeding 24-36 hours. Considering the long duration rain fall and full foliage of trees, impacts may be exacerbated.

The highest localized winds are expected to occur on eastern Long Island and southern New London county.
